The City of Refuge International Inc.'s primary purpose shall be to directly serve the people of the Democratic Republic of Congo (D.R.C) by:

- Praying and Interceding for the Congo
- Building and Operating a Christian Orphanage
- Providing Crisis Relief
- Feeding the Hungry
- Offering Medical Services
- Christian Ministry to Wounded Hearts
- Contributing to Humanitarian Causes
- Promoting Individual and Group Business Efforts
